What if I purchase a CPU for a computer I am building
from an eBay seller that doesn't accept returns. Within
a few days of receiving it I determine that it is defective
and not working.
What if anything can eBay do for me? How would I go
about contacting eBay for help?

Have you ever noticed that right under the seller's return policy, it also displays the ebay money back guarantee that says "get the item you ordered or your money back"? That means the sellers return policy covers buyers remorse only and if you buy an item and it arrives not as described, you are covered by the MBG. If you don't know what your doing or take proper precaution's, I would by from a retail store. Many computer components are returned or scrapped every day because of this.

Just open a return request and say that processor is not working or damaged, and you will have all your money back including shipping. Seller’s policy means nothing on eBay!!!
No meter what happened to the processor, you received damaged, or was overheated, overclocked, or even still in working condition, just say that processor is not working or damaged …eBay will got your all money back. It looks like a scam, and it is, but eBay support this …it happens to many honest sellers, including me.
