I have an issue with an item I have bought that is not working as it should and I have contacted the seller. He told me to pay the shipping fee and he would send a new one, but I have never received the replacement item he previously promised to send. Due to the fact that the original item has been removed from ebay and the time for complaints has long expired, I am not able to sumbit any type of a formal complaint. Do you have any suggestions? Thanks.

Did you use PayPal?
If so you can open a case there.
If that window has passed and you used a credit card, then work through them.
Two hints:
-- DON'T BUY FROM CHINA
-- Don't let the seller keep dragging it out until too much time has passed.

On the extra money you sent to get a replacement, file an item not received dispute at PayPal, if that's how you paid:

Then go back and immediately escalate the dispute to a PayPal claim. And you will get a refund in a week and a half.
Check online if your postal system delivered tracking on the original item. If not, also file an item not received dispute on the original item to get your money back.
