Hi. I have been buying and selling on eBay since 1997 but I took a break for several years. When I went back to selling last week I was taken aback by all the changes.
Some of my items are selling for 99¢ so I am trying to save on shipping costs. Can I print my own label? Do I have to have tracking? How can I confirm delivery?

You can print your own labels, but in order to maintain your seller protection it is in your best interest to ship with tracking. Otherwise you won't be able to confirm delivery or win an INR case.
Stop listing your items for $0.99 you will only be giving eBay all your money plus out of pocket.
Final value fee is 13.25 % plus $0.30 per transaction for transactions under $10.00, $0.40 for transactions over $10.00.
Something else that changed, Paypal is no longer used for seller payouts. If you haven't done so you need to submit your checking account details as well as your social security number for income tax purposes.

Also new or infrequent sellers will expect to see payouts on hold from 14-30 days to help ensure good selling practices.

Best to ignore eBay's auction start price recommendations. Starting at a low price hardly ever attracts more bids as it once did. Start the auction at the minimum price you're willing to sell for.

If you are selling some of your items for only 99 cents, you will probably not be making much profit.
Shipping charges have increased nearly every year since 1997; and (depending upon your items), you may be faced with being able to ship using only USPS Ground Advantage -- which will cost you more than 99 cents!
Even printing off your own mailing labels at home, you will still be at the mercy of high shipping charges.
And the only way that you can confirm USPS delivery is with USPS Tracking, which is included with most USPS postal services (except USPS First Class letters).

Tracking is the only way to confirm delivery.
Without tracking, you have no protection against an INR claim and will have to refund.

I guess eBay is not a good fit. I'm just a hobbyist trying to get rid of some stuff. Can't you confirm delivery with feedback?

A buyer could leave positive FB and then file an Item Not Received Claim.
You need tracking to win an INR claim.
Very inexpensive items are best sold eyeball to eyeball. Ebay is not the place for such sales.
