something else that looks to have changed
sold an item today that was pickup only. buyer is in PA.
I reviewed the listing and under shipping it states "free local pickup"
did this not use to say "no shipping: local pickup only" ? That is what the selection box under shipping details (domestic shipping) shows
now I will be charged a final fee because the buyer is in PA and I have refunded.
Something needs to change to protect the seller. We can't have people buying and claiming they did not notice and we get for fees no matter what!

If you select to cancel because there is something wrong with the buyer's address you get the fees back.

I refunded in PayPal. Then I tried to cancel in eBay under that description you suggested and it said I couldn't.
I miss the old days when eBay and PayPal were linked!

Unfortunately, none of your PayPal fees will be refunded to you either.

@sextons-sweet-deals They see that Free local pick up and think free shipping. I wish it did say local pick up ONLY.
I advise putting LOCAL PICK UP in the title so that the blind buyers can see it.
Always cancel the sale on ebay in the resolution center so you get your ebay fees back. Since you went straight to paypal it fouled things up.
You can contact CS and ask for a refund of your ebay fees.
Contact customer service by selecting contact from the bottom of a help page:
https://www.ebay.com/help/-/-/Contacting_eBay_Customer_Service?id=4379
Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
