If it's past the last estimated delivery date, open an Item Not Received case.

You seem to be buying mostly from China and when something happens in China items may be late or a high chance that seller could be a scammer.

What is the response when you file INR claims. You should be receiving some responses from the sellers.

No one can even venture a guess as to why you're not receiving your orders.  Is it more than one order or only one order?

It sounds like you have been refunded, so quit worrying about it and move on.

Are you checking out sellers' feedbacks before placing orders?
