need help i keep getting an error saying i am not authorised when i try to ask ebay to step in

i issued a return against   a seller but he hasnt responded  but ever time i try and ask ebay to step in  and help i am keeping an error saying that i am not authorised to perform this action at this time.

When did you open the request? was it within 30 days of receiving the item? If you had the item more than 30 days when you opened the request then you can't ask ebay to step in.
