On June 16th I purchased a ukulele from a seller in the UK, I am in Michigan. It was promptly shipped and the estimated delivery date was July 6th which has come and gone. My uke has been sitting in Chicago since June 30th and hasn't moved. I did research on ISC CHICAGO IL (USPS) and it isn't looking good. The seller has excellent feedback, so I felt confident purchasing. I paid through Paypal - I don't want the seller to be out money, because it was shipped, but I want my ukulele or a refund. Can I dispute through Paypal OR eBay without hurting the seller?

They could be just backed up and it will arrive. However, do not let the deadline to file a case pass by. That's 30 days from the last expected delivery date. The seller should have insured the item. Not your issue.

Have you contacted the seller?
Did the seller ship ship directly to you or use the Global Shipping Program?
Is it possible the item is on a prohibited list from being imported?

If they shipped with the Global Shipping Program then yes. If they shipped to you directly then no.
You have 30 days from July 6th to open a claim with eBay and 180 days to open a claim with PayPal. If it was a GSP shipment go ahead and file. If it was a direct shipment then give it more time and do as another suggested and file a where's my item inquiry with USPS.
Chicago has a huge backlog right now. Some packages sail right through and others are sitting there for months. I have a package still sitting there since early May.
