If someone buys my item and they are local and I don't have to ship it, can they simply pick it up from me at my home and I would not need to buy a shipping label.  If so, how would ebay know the buyer got the item.   I would refund the buyer's cost for the shipping label, of course

When you do a local pickup, the buyer has to mark the item as received.  I've only ever had one local pickup and the buyer popped open the app, hit a button, and that was it.  If you do a local pickup, make sure that the buyer marks it "received" on eBay before they decamp with your goods.
