I just got an order from Puerto Rico shipping seems high are there any shipping carriers that's low shipping coast to Puerto Rico?

What is the weight and the quote you're getting?
From a quick search anything under 10 LBs priority should be $14.15 I think you can use flat rate boxes too.
I admit, I've never shipped there..

I only use USPS and the rates are the same as the USA so its not really any different than shipping to HI or CA I think.I can ship 8 ounces to PR for under $5.
I am sure fedex and ups are up there in $$

PR shipping is no different, however, USPS is extra slow. I had an item that took 5 days to deliver once it arrived in SJU. The usual problems, Covid, lack of employees, etc.

Puerto Rico is part of the USA.
There may be differences in some services because of distance between you and the buyer.

USPS Priority Mail should be the same to PR as it is from the East coast to the West coast.

As said, with USPS, it will cost the same as if it was coming from California to New York. Just might take a little longer.
Same as if you were sending something to Hawaii, Guam, Alaska, or Mariana Islands.
What is the weight and box dimensions?

If it's that bumper it's going to cost you no matter where you ship it, unless it's in your same zone. PR is just another zip code, but if it's several zones out, yes, shipping is going to be high. If it's over 108" aggregate I'd be tempted to just take it to the post office to try to get the old dimensional rate for parcel post.

USPS uses the same formula for dimensional weight for Retail Ground as for online Parcel Select Ground and Priority Mail, so there's no advantage to going to the PO to purchase postage. If you can't get Parcel Select Ground through eBay, you can purchase it through other online postage sellers such as PayPal.
However, that's moot in this case since the seller didn't offer USPS shipping, only UPS and FedEx, and they do have significant surcharges when shipping to PR.

Huh - I thought counter rate was still at the 166 dim.
There's no way I'd use UPS or Fed-Ex to ship to PR, though, and I've shipped some pretty big stuff there. I figured the seller might be having to recalculate shipping and change carriers.

166 is the divisor that USPS uses for all of their dimensional-weight calculations.

If it's an oversize package USPS will be high. Check Fedex or UPS for rates. Don't forget about Dimensional weights for oversize parcels though.

i also looking for solutions for this bcuz i recently get orders from Puerto Rico. Most carriers charge high cost for very small package like 20g for 4$. So i now i excluded Puerto Rico from my listings.

You think 20 grams for $4.00 is high?
While some customers might not understand that the value of the package is unrelated to the cost of the shipping, four bucks is nothing in particular.

That being said, if your items are low value, buyers will not like paying more than their cost for the item in shipping.
You could try using Flat Rate shipping and moving the numbers around.
Which is cheaper: a $2 item with $4 shipping? A $4 item with $2 shipping? A $6 item with Free Shipping?
Or for that matter five items for $10 with $4.50 shipping?
Keep in mind that your Chinese supplier is including his cost of shipping in your Free Shipping price and that China Post is both heavily subsidized and working with low labour costs.
USPS runs a union shop with excellent benefits and wages, and is still cheap enough than couriers like UPS use them for last mile delivery on rural and isolated destinations.
