Sorry you are way too late to resolve your issue with eBay.
PayPal maybe be an option for you. They will refund the buyer 180 days, almost 6 months after the last estimated delivery date. What was the latest estimated delivery date for this item at the time you paid for it???? If that is more than 1 month you might have a chance but you need to react promptly by opening a item not received case - time is not on your side.
Best advice for the future don't be so patient.

This is a member to member support boad, not an eBay staff support.
That being said, If it's been more than 6 months since the expected delivery date you waited too long and are no longer covered by eBay or Paypal

The OP is from Romania, it may be feasible to get an ETD of 30 days or more. Don' tknow anything about shipping stuff outside of the 50 states & US Protectorates. Certainly customs agents in certain parts of the world are taking a bit more time to inspect inbound parcels. Growing up in teh South Side of Detroit - used to go to Windsor Canada - easy over easy back- by bridge or tunnel - many Canadians worked in the Auto Plants. Today, Custom Inspections are very frequent and deliberate (aka slow) - the Big #3 pretty much left Motowm for greener grounds.
