If you have not received the item after eBay's estimated delivery time has passed, you can file an Item Not Received case with eBay.

It now may be too late.

You ordered this item on the 23rd day of the year ... today (July 23) is the 204th day of the year.

PayPal gives you 180 days from your order date to file a claim for an item not received, and you are on day 181 ... so, you might have missed the claim deadline by 1 day ... still you need to get over to PayPal TODAY and see if you can still file a claim for an Item Not Received.

eBay only gives you 30 days past the expected delivery date to file a claim.  If PayPal will not let you file a claim, then your last hope is that your credit card company will let you file a claim.
