we issued a return label to an international buyer that used the ebay shipping service, or at least we pushed the blue area that stated issue return label, as we did not see or receive any direct confirmation we called in,an  ebay employee told me that yes the system is showing that we had issued a return label all was good. Now, 6 days later ebay steals $80 from my paypal account and refunds the buyer for the item which has not been returned, stated reason, we had not supplied a return label?? Guess I cannot understand how I did everything correctly, and went one steep further to verify that all had gone through correctly only to have my money stolen and of course, there are no records  that verify my statements. Customer had also sent a message several days after involving ebay that if we sent him $7 for a battery he would be satisfied, this message was sent however after we had already issued the "alleged" return label. Interesting how $7 turned into $80, guess ebay employee's only read what they would like to, not all that is written. End result, be careful, wolf in a sheep's coat.

I will no longer ship out of the country and haven't for years. The folks at the post office tell me many countries postal systems are not reliable.

problem was not that the item was not delivered problem is ebay sent a refund without having the item returned.

You cannot send a prepaid return shipping label to an international buyer.  That label will not be good in their country.  For an international buyer, you send enough funds via Paypal to cover return shipping.  The buyer then purchases return shipping using his/her country's postal system.
