I noticed in the auction description that I won. It stated ebay will guarantee delivery by a certain date. If this certain date is not met, what happens? What does ebay do?

I've been selling a item that weights like .6 oz. and basicly is just a small chunk of metal. Whats the best way to ship them without costing me an arm and a leg? I sell them for $6.50 and its going to cost me almost $4 to ship them now.
