the item only shows International Priority Shipping.
how do i change it to USPS First-Class package international? and also without the Global Shipping Program?
i messaged the seller and he says he has no control over it?

First, it depends on how big the package is and how much it weighs. If it is over 4 pounds then FCM is not available.
If it is over 24" long, or 36" combined HW&L it is too big for FCM
But the seller has absolute control over what they offer as a shipping method.
I ship tons of stuff FCM intl. It sounds like he just doesn't want to.
Maybe the prospect of a lost sale for his unwillingness to co-operate will change his mind.

You can't change anything as the buyer. The seller uses the global shipping program. Only sellers can use that program and buyers cannot change the shipping method. All you can do is ask him if he will ship directly to you. He will have to remove the GSP from the listing and set up shipping directly to you. If he doesn't want to that, you'll have to find another seller.

Maybe I'm mistaken, but if the seller sends the buyer an invoice it's automatically removed from the GSP, isn't it?

The seller can't send an invoice if immediate payment is required. If its an auction, the seller still can't send the invoice since its gsp listing. The only time that is possible is if the buyer has the item in the cart & requests an invoice but that feature hasn't worked correctly in some time.

The GSP tends to be more expensive than if the seller was to ship directly to you. The seller, if he ships straight to you, will have to ship using a method that is trackable to your country so the cheapest option will be first class international for around $16 minimum I think?

I have never used GSP so I can not comment on that. But plenty of others here have and I get a generally negative vibe. (which is why I have never used it)
FCM International is your best bet. Then you get a tracking number that you can post on your sales ticket as proof of shipment.
Some, but not all, countries will track it to delivery. Many do not. I have found however, that with some of the last group I can access their own countries post office tracking information and it is sometimes there even if they do not transmit it to the US.

i've been told my sellers that First Class package international does not include tracking, and only Priority does. i looked at the USPS website and it also says so, do you mean you can buy tracking service?

No that's not he means. FCMI is not trackable to all countries and you can't purchase tracking that would be trackable to those countries. I hope that makes sense. Take China for example. FCMI comes with tracking BUT the tracking ends when the package leaves the US (or enters China?). So if you purchase FCMI to China, there is no additional tracking you can purchase that would track all the way to the recipient. The only way is to use a trackable shipping method which in this case is priority international.
