I need to send an invoice to a buyer whom I refunded. The issue was resolved and they wish to pay for it after all. How do I do this on managed payments?

Why can't you just send a money request to the buyer's Managed Payments account? MP is just a replacement for PayPal, we've been told.

Not applicable

Since there is no longer a financial obligation there is no reason to do it through managed payments. Either invoice them through paypal or give them your paypal address so they can send you funds using friend/family option.
