a buyer   wants to return a item i refund him  but how can i create  a return label

Why did you refund before getting your item back?  You are about to lose your money and item unless you have an honest buyer.

Ebay generates the label unless you want a specific mail service or added insurance. You can buy your own label through the USPS, save as a jpg or gif and attach it to a message.

You should always wait to have the item in hand before refunding and only do so through a return case.

The proper procedure is for the buyer to file a case in the Resolution Center.  Then when you accept the return a label is generated and sent to the buyer.  {You get eBay's discount for returns - First Class Package return service}   THEN and only when the item is returned and in your hands does the seller refund the buyer.

At this point you can buy a label through Click-n-Ship with the USPS, PayPal.com/shipnow or PirateShip.com.   Create the label and send a picture file or a pdf file to the buyer and if the buyer has a conscience they will ship the item back to you!
