https://accountsettings.ebay.com/uas/addresses

Updating your shipping address in My eBay
  1. Go to Addresses - opens in new window or tab.
  2. Select Edit next to Shipping address.
  3. Select Edit next to the address you'd like to change.
  4. Update your address and select Save.

Go to the following page and uncheck PO Boxes.  Then click 'apply to active listings'

I notice that you also have Hawaii and Alaska blocked. When you use USPS there is really no reason to do so since you pay the same as you would within continental US.

The OP isn't trying to change his own address.  He's trying to eliminate the limitation of not shipping to PO boxes.  Entirely different process.

It looks like you have PO Boxes blocked only on some listings, not all listings, which means you do not have an account level block @shellandtell .

How to remove that block depends on how you have your shipping set up.

If you do not use business policies, edit your listing, go to the shipping section, edit your exclusions list and uncheck PO boxes.

If you do use business policies then you need to edit your policies and update the exclusions list at the bottom of each affected policy.
