how does eBay determine delivery

Hi,

 

eBay needs proof of delivery in both ordinary transactions and resolving disputations.

 

However, when we looked up at tracking info, we can only see the zip code of where the package is delivered and an initial of the signature. As I've experienced several times, as long as some person signed the package in the address, USPS will show the initial of the receiver. No matter who actually got the package. So, it always seems that the packed is delivered to the correct person.

 

Then, how does eBay decide whether it's delivered to the correct address? If the shipping label is purchased through eBay, then eBay can know where the package is sent to. However, what if the shipping label is not generated via eBay? Does ebay have some speical access to the details of the address? Or, eBay has to rely on the zip code provided by tracking info to make a judgment?

 

I guess there might be similar curisousity with Paypal.

They just go by the ZIP Code, not the street address.

I had a package 'delivered' to my front door by USPS (no signature required). I have 'informed delivery' so received an email that I had a package delivered. I was home that day, but when I checked my front door, no package.

I immediatly filed a missing mail online with USPS and sent a message to the seller, followed several days later with another. The seller never replied. When I filed a claim with ebay online a week later (you have to wait), they denied within an hour.

I understand that if the first 3 digits of the zip match your own, and the tracking history states delivered, then they win, you lose.

Spend quite a while at the P.O. and creating missing mail reports online. Their GPS proved the package was delivered in my zip code but more than a mile away from me. The post office said I have to file a claim through the seller. I told them the seller would not respond, I did not have have the name, address or contact of the seller. It wasn't insured. ebaysux.

Usually it's not, but this time, this one @gergev THIS ONE IS YOUR FAULT.

 

USPS Informed Delivery would only send you an email if it's your address on the package. Instead, if your seller had put another address on the package, but still with your zip code, that other address would get an email if they have Informed Delivery.

 

So your address was on the package, but the USPS delivered it somewhere else.

The USPS tracking number indicated the package was delivered to my address, but it was delivered to another address. I don't see how this is my fault.

I don't know why the other poster said this is your fault.  I believe that you can appeal the decision by ebay but you would have to provide something from the post office showing that the item was delivered to a different address.

- Informed Delivery notifies the email registered to 123 Main Street

- that the tracking number destined for 123 Main Street is on it's way

 

2. The package is delivered to 123 Maim Street, not OP2's address

- Informed Delivery notifies the email registered to 123 Main Street

- that the tracking number destined for 123 Main Street has been delivered

 

If the tracking number was actually going to 123 Maim Street instead, the Informed Delivery associated with 123 Maim Street would have been notified instead, and OP2 would never have been notified of that tracking number.

Another perk of "informed delivery" is that I do not have to walk out to the mailbox looking to see if delivery has been made. I am "informed" shortly after it happens. Generally in less than 5 minutes.

In other words, even when you don't know you have a package coming, Informed Delivery tells you that you have a tracking number registered to your address that's on its way.

 

But if it's misdelivered somewhere else, you'll still be informed that it was delivered ... to you.

Here's your solution. Go on the USPS website and open a case for actual delivery location of the package.

 

A few weeks ago, I had an INR opened on a package delivered correctly on 1/29 (Nashville, TN to Portland, OR) and at 2:30PM, CST, opened a case on the USPS site. By 8:30PM, CST on the very same day... I received a phone call from the Portland Post Office. They confirmed delivery using the gps 'ping'... even emailed me the report next business day.

 

Could they do that for you? It sure proved my case...

This from a retired Postmaster of 32 years. Every tracking scan has the exact GPS coordinates attached to them. If you need to determine the location of where any item with tracking has been delivered, any Post Office can obtain the GPS coordinates then plug them into Google Maps. Via satellite view, it will show the size and color of the mailbox the delivery carrier put the package in to or the photo of the front porch, etc. Ask them to print it out for your reference if necessary. That is your proof.  Rarely does a carrier misdeliver. If that was the case then it is the responsibility of the delivering PO to get the package back and to the intended recipient. Good luck!

The buyer was notified that the package was going to be delivered but it wasn’t.  So how is that his fault that the post office delivered it to the wrong place?  It would be best for the buyer to deal with their post office to find the package but that doesn't mean they are at fault.

You're incorrect. The informed delivery email will still go to the buyer because the package was addressed properly. The carrier delivered to the wrong house. 

 

I've had informed delivery notify about a piece of mail coming that day and it wasn't delivered. It showed back up 1.5 weeks later in my informed delivery and then was delivered. My carrier likely delivered to someone else, the person returned it and then it was placed back in the flow of mail to be sent to me. An informed delivery email doesn't mean that it will be delivered correctly.

First the tracking has to have 5 digits not 3  A 3 digit covers a wide area. Here is a map showing the area covered by the 3 digit that I live in. http://www.maphill.com/united-states/ohio/446/maps/shaded-relief-map/

 

Now as to the GPS and miss delivery . I am a mail carrier. The GPS will give an address. It may not be the actual address. Say if I deliver to a mailbox that is a bit away from your house it will give the potential address for the plot of ground the enumerators office assigns to that spot.  It is accurate to around 5 feet. I guarantee that the carrier will be able to understand the map spot and if it's the same day or next day they should be able to remember what they delivered where. I know I can recall each and every package I delivered yesterday and where I placed them. Unusual packages I can remember for a few days. 

 

The Postmaster should have the carrier return to the miss delivery address, request the package back and then deliver to you.  In 20 years I have had to do it twice (it's embarrassing as heck), but it happens to all of us sooner or later.

I followed USPS instructions for missing mail

and within two hours after tracking stated it was left at my front door I filed a help request (service request) online. The next day I received an auto reply that someone would get back to me within a few days. When I did not hear back I went to the P.O. with the email reply. There was a name on the email reply along with my post office town.  Nobody recognized the name. The service counter rep said according to GPS the pkg was delivered to another neighboorhood and said she would speak with the mail carrier and get back to me.  I left her with my phone number, tracking number, service request number. She did not give me the GPS delivery address and never got back to me. I also spoke with a mailcarrier at my mailbox. It was a different one since we have different carriers during the week. He said he would check the GPS and look in the backroom of the P.O. He never got back to me either. I submitted a mail search 7 days later as per the instructions. I went back to the P.O. and spent another hour there, this time speaking with the manager, who said she would speak with the mail carrier and get back to me. She phoned the next afternoon saying she was unable to speak with the carrier and promised to phone me the next day. I never heard back. I filed another missing mail request over the phone at USPS referencing my service request and previous missing mail numbers. I got an email confirming my new missing mail request, but since then, other than a "how did we do" email survey, crickets. Both the original P.O. counter rep I spoke with and the manager confirmed that any claim would have to originate with ebay, despite the GPS proof the package was delivered to another neighborhood a mile from my house, implying their hands were tied was because it was shipped via ebay.

An informed delivery email doesn't mean that it will be delivered correctly.
