how do you send buyer a return shipping label?

I accepted the return, then I became confused on how to send buyer two return labels so I called ebay for help and they said that I didn't need to do anything since I accepted the return. But then buyer says one of the labels never got sent to them. I called ebay back for help and they weren't helpful whatsoever.
