how do I get ebay to step in and help for an item shown as sent but not delivered after 30 days?

the item I bought is item shown as sent but is still not delivered after 30 days - the seller delayed with excuses and said he was sending it but it never arrived and the seller will not respond to my inquiries. There is supposed to be a way to ask ebay to "step in and help" but I cannot find that option to click on anywhere. Any advice would be appreciated. thanks. ralph

File an Item Not Received complaint with PayPal.

You don't have to do much to report this online. Start a Resolution case at Paypal. It'll automatically give You the latest items for which You've paid. Select the item in question and apropriate "drop down boxes" describing Your situation. 

You can also call PayPal directly. They don't hide their contact info as deeply as eBay does. Have the item number on hand as well as the eBay username of the seller.

Just an update, basically the resolution center is nonexistent now. You can go through a month plus of communicating with the seller, then after they refund your money, the case is closed. Problem is, some of these "located in ______ USA" sellers are from China and elsewhere, and charge us American citizens a "foreign transaction fee"... directly to our accounts mind you, not through PayPal and You don't get that back. So, they claim they sent something, never send it, give You a bogus tracking number and refund your money after skimming 5%-10% directly from your bank. Never so much as get a slap on the hand cause their feedback score has been determined as acceptable and the third-world queue card reading drop outs whom used to answer the phone and complaints don't even have to show for work anymore...

... and this happens with how many slanty-handed sellers, to how many innocent consumers, on a regular basis? I would love to be able to pull up those stats using my executive power called the "right to know".

This is what we have now for the appeal process, when eBay fails at their new Resolution Center, which is merely where you get to chat back and forth with the seller in messages, like You already have been doing for 30+ days.

When you pay with a credit card* you get all of your money back.

 

So it matters not what percussion, conversion, or salivation happens to the funds: You paid $100, you get back $100 after a chargeback for INR, SNAD, or UA.

 

*except American Express
