A buyer requested to return a poncho. They included pictures of tears in the hood. I have accepted the return but the ebay system will not let me pay for the return shipping because the listing states that the buyer is responsible for it. I listed it that way for buyer's remorse returns. I would like to cover the return shipping for this item, how do I do it within the ebay system?

It might be easiest to buy a label from PayPal but I’m not sure if you can upload it to the return request. You could always reimburse the buyer the cost of the eBay label they were issued too.

Is there a way to add it to the actual refund after I receive the return?

Did your buyer open a request request using damaged/not as described?
Once you approve the return, the label should be provided by eBay and billed to you (for domestic shipping)
My last SNAD, it said I need to provide a label after I hit "return for refund" but it also said I provided a return label. It was a mess. Ultimately, buyer had a label without any further action from me.

If the poncho is no good just refund him and let him keep it. Why pay for return shipping?

While I am not a fan of refund w/o the return of the item, however, if the item was the travel poncho in which BO was accepted, just refund w/o return.
