global shipping center marks item as undelivereable/restricted for no reason. Cancels sale

So here is a new evil. I sell an antique army helmet to a guy in France. eBay handles the shipping through the global shipping center in KY. But they decide that the item is restricted (which it by no means is) and cancels the sale. I suppose they will return the item to me? What about the $40 they charged me to deliver it?  Since they are the ones who made up the reason that it is not to be delivered, will they refund my $40?

Are they going to return it or keep it and let you keep your payment?

They usually keep the item, refund the buyer, then resell the item.
