Please point me in the right direction. I have started a return for an out of country buyer, but a label was not generated. Do I go to Paypal, USPS or where?

Can't be done. Buyer has to pay, you can then 'send them cash via paypal' to cover costs, but nobody can buy postage for another country they don't reside in.

You need to find out how much it's going to cost to ship the item back, then send the funds to the buyers Pay Pal account so they can buy the shipping label.

The other poster is probably right, US label providers cannot print postage labels for other countries.
How did you start a return? Was it a buyer that filed a case to return the purchase? If so, what message did they get from ebay regarding the shipping label?

Well, that's not entirely true. It depends on the country.
I had a case of a return coming from UK. I accessed the UK postal website and bought a shipping label online just as I would if I accessed the US web site. Paid for it with Paypal. "Ship from" was the buyers name and adress, "ship to" was mine. I then saved it as a PDF and emailed it to the buyer.
Again, it may not work with every country but there are a whole lot of foreign post offices that have online access similar to USPS.

If the other country is Canada, you may be able to sign up for Shippo and send one through that site but I'm not certain of that. You ship using the gsp.....is the return because of a mistake cause by you or the gsp? If it is a gsp problem then you shouldn't have to do a return label.
