ebay better get their stuff working better or I am listing somewhere else. Tried for 20 minutes and never could find the free shipping for a listing I was starting. There are many others having the same problem. I finally listed shipping at 1$ and there are no dots no options etc. Total waste of my time.

Are you a pc or a mobile?  On the pc I do see the option to turn on free shipping but even if you don't, you can use flat rate shipping and enter 0.00 and it will show as free.
