It should still be up to 15.999 ounces in four ounce increments unless something changed overnight. However, I would have to actually sell something to find out!

You don't have to sell to find out, go into a sold item and pretend or set it up just to buy another label. I did and 15 oz worked fine.

Just used it yesterday and was able to print it in ebay labels for 15.4 oz.
What site are you using to print your labels, as it does make a difference?

It is up to 15.99oz. for commercial rates so if you are purchasing your labels from eBay for example, your rate will be around $5.50 for 15.99oz. depending on it's US destination...AK, HI, PR are going to be higher.
If you are purchasing your postage from the PO or USPS online under a personal account the rates will be charged at the retail rate which is higher and the 13oz. limit for first class will also be applied for non-commercial packages.

If you’re using calculated shipping on your listing then the calculator looks at the weight in combination with your preferences to charge buyers either retail or online rates. If you charge retail rates then a 15 oz package will result in a priority mail rate charged to buyers. You can avoid that by entering a weight of 13 oz in the listing since it costs the same as 15 oz with online rates. You can also use flat shipping costs to avoid it.

The problem was in setting up a listing, 13 oz was as high as it would go.

That's because the weight limit for retail First Class packages is 13 ounces.
The eBay shipping calculator can be set to charge buyers either the retail or online rate for USPS postage. The default is retail. So if you leave it that way, it will not let you choose First Class package for any weight over 13 ounces. You can change this in your site preferences so the shipping calculator charges online rates ("Share carrier discounts") or as noted above just set the weight to 13 ounces.

No problems for me listing up to 16 oz. as first class.
