eBay - Why do I have to wait " Until Later" if I create a New Shipping Policy?

I  Created a New Shipping Policy today. It is a flat rate policy that I have not used before for an item in my store.

I get a message from eBay that says - " Wait until Later" . The policy I created was 6 hours ago.

I have a customer that wants to purchase this item. I don't understand why shipping polices cannot be visible within minutes. 

Very Aggravating to explain this to a Customer that wants to purchase this today.  

I think eBay doesn't care about sellers - except to charge us fees.

I change and create shipping policies and never saw ran into your problem

Can you post a screenshot @krdanner so we can see the message along with where it's displaying? Preferably a full screen image and not cropped to just the error message.
