I sold a few trading cards recently and the tracking has been stuck at out for delivery for almost a month. Because of this, my funds are remaining on hold.
I have had no contact from the buyers in these cases, so I am assuming they received the items. However, no feedback has been left.
Will my funds ever get released for these? Should I reach out to the buyers for feedback? Can I reach out to eBay?

Well, feedback won't help you get your funds released any earlier. You need those 'Delivered' scans. I see USPS in your listings... are you seeing "stuck at out for delivery" in the USPS website, too, or has it just not updated in eBay?
I'd never assume that the buyers had received their items. (But I'm kind of a 'hope for the best, expect the worst' type of person.) For the peace of mind, you might want to start missing mail requests, I suppose... Godspeed.

File for a missing package online with the post office. They will search for them and at least let you know if they are lost or have been delivered. You can contact the buyers but not for feedback just to ask if they received their purchase. As a new seller ebay always holds the funds until confirmed delivery. Wish you luck.

Seems everyone is having problems with these eBay standard envelopes lately.
Buyers probably got them already. Tracking doesn't always show up for those under $20. eBay shipping envelopes. They are considered metered mail and that is where they should be deposited in the post office.
Otherwise, some make it and some do not.
I use a .66 stamp to mail inexpensive items and they are delivered 4-5 days from east coast to west coast.
I never had a lost item this year from inside the USA.

ESE does not work like regular package tracking. Your buyers probably got them fine. ESE doesn't always get a delivery scan (which just means they have passed through the buyer's post office and does not actually mean it was delivered), and the tracking for ESE is generally unreliable. I wouldn't bother your buyers about it (definitely don't contact them asking for feedback, it can result in a negative because you bothered them about it); if they don't get their item, they will let you know.
If they do contact you that they did not get their item, you can file for the insurance that comes with ESE.

I doubt that a missing mail request can be started with usps since the standard envelope/metered mail isn't
considered a tracked item. But I am not certain of that.

Right; it isn't a tracked item because it doesn't have a tracking barcode. (Thus it will never be scanned as Accepted or Delivered either.) What it has is a Routing code for the destination ZIP which is read by automatic sorting equipment along the way. The "tracking" updates on eSE mailings are actually reports from sort machines.
If a buyer files an Item Not Received complaint on an eSE shipment, you must refund, and then seek reimbursement from eBay.

Appreciate that. I guess my real question is, will my sales ever pay out of there is no confirmation of delivery, either by mail or by feedback?

Yes. The main thing is that you're a new seller. Once you have several completed sales under your belt, the hold period will lessen and eventually go away altogether.
