MEMORANDUM FOR RECORD
SUBJECT: Military Police Report regarding Rashid Asali’s missing package.
1. After carefully considering the evidence, I find Mr. Rashid Asali has not defrauded or attempted to defraud EBay. The evidence and sworn statements provided by the Joint Training Center (JTC) mailroom personnel, located in Jordan, clearly show the package in question has the same tracking number as Mr. Asali’s package, but it is addressed to a different individual and that value of the package is significantly less than Mr. Asali’s package. The custom declaration form clearly shows the package weights less than an IPhone X and the value of the package is significantly less.
2. Summary. On or about 05 October 2020, Mr. Asali checked the status of his package on the EBay website (Exhibit 6) with the following USPS tracking number: 9400136205858135683487. The website showed the package was available for pick up at the Joint Training Center mailroom. The order details on the website show Mr. Asali ordered an IPhone X, valued at $500. Upon arriving at the ASG-J mailroom, the package was not found. After further review of the ASG-J mailroom, the package was located but it was then discovered it was addressed to another individual, therefore the package was not released to Mr. Asali. The package addressed to COL Pete Helmlinger does not contain an IPhone X, the custom declaration states the package contains some type of card, valued at .60 cents. Mr. Asali’s package is supposed to contain an IPhone X, and is valued at $500.
a. On or about 05 October 2020, Mr. Asali went to the ASG-J mailroom to pick up his package. Mr. Asali provided the following USPS tracking number: 9400136205858135683487. The personnel at the ASG-J mailroom could not find a package addressed to Mr. Rashid Asali. Mr. Asali was instructed to go to the main post office located nearby on JTC to inquire about the location of his package. SGT Warren assisted Mr. Asali and he was able to verify a package with USPS tracking number: 9400136205858135683487 indeed had been picked up by ASG-J mailroom personnel.
b. SGT Warren contacted the ASG-J mailroom to inquire about Mr. Asali’s package. SGT Warren provided USPS tracking number: 9400136205858135683487. ASG-J mailroom personnel found the package and informed SGT Warren it was being taken to the Main Post office where SGT Warren was located to be delivered to Mr. Asali. SGT Warren and the ASG-J mailroom personnel checked the package and discovered the package was addressed to COL Pete Helmlinger (Exhibit 4). SGT Warren then proceeded to verify the tracking number of the package, USPS tracking number: 9400136205858135683487 see Exhibit 4, against Mr. Asali’s tracking number, USPS tracking number:

9400136205858135683487 see Exhibit 6, and confirmed the tracking number was the same. The package has the same tracking number as Mr. Asali’s per his EBay Order detail print out (Exhibit 6) as the package, which is addressed to COL Pete Helmlinger (Exhibit 4).
c. After reviewing and physically touching the package, SGT Warren determined the package does not contain an IPhone X, he confirmed it by verifying the custom declaration which states the package contains some type of card, valued at .60 cents. Mr. Asali’s package is supposed to contain an IPhone X, and is valued at $500.
d. Krystal Brown, the Officer in charge of the ASG-J mailroom, confirmed the package is still in their mailroom as of 19 October 20. Krystal Brown also confirmed COL Pete Helmlinger has never received any mail here in Jordan. COL Pete Helmlinger is not assigned to any unit here on JTC. Lastly, Krystal Brown, after reviewing and physically touching the package, determined the package does not contain an IPhone X, she confirmed it by verifying the custom declaration, which states the package contains some type of card, valued at .60 cents. Mr. Asali’s package is supposed to contain an IPhone X, and is valued at $500.
3. Findings. Based on the evidence and sworn statements I have gathered, I conclude the package with USPS tracking number: 9400136205858135683487 was most likely duplicated in error which lead to be used on the package address to COL Pete Helmlinger and provided to Mr. Asali on the EBay website to track his package containing an IPhone X. COL Pete Helmlinger might have received Mr. Asali’s package containing a cell phone. Nevertheless, COL Pete Helmlinger is not assigned to any unit here at JTC, Jordan. I recommend the eBay seller check his or her records to see if he or she sent a package to both COL Pete Helmlinger and Mr. Asali. It is likely the packages and the recipients were mixed up, which resulted in the current situation. To this date, Mr. Asali has not received his IPhone X and the package addressed to COL Pete Helmlinger has not been picked up from the ASG-J mailroom.
