I purchased a bluetooth speaker from the seller that he shipped using Blue Care Express. They had a problem delivering to my business address and returned the item to him. I requested a refund which eBay refused and told me to deal directly with the seller. The seller refused to refund me my purchase price minus his shipping costs. So, I am out my puchase price and the seller has the item that he can sell on eBay again. Looks like eBay has a problem with their refund policy.

You can try going to Paypal but if you paid with a credit card, do a chargeback.
