Used wrong shipping label. Now what?
Repeat Customer and I purchased a new Label and mailed package. Upon checking Tracking I noticed I printed and reused the label from their prior purchased. The had ordered the same exact item again with the same package size and weight.
What should I do? Package already mailed.
Should I cancel the label I purchased today and wait for a bill?

It's going to the same customer / correct address?
Do nothing.
USPS will probably hit you with an APV charge, or possibly it will arrive postage due to the buyer in which case you can send them funds to cover it. APV should catch it though.

Same customer, same address, same exact item and package details. Should I cancel the label I purchased today?

Yes, sorry, I just answered based on what to do about the current package out there with USPS.
Regarding the rest of it:
- cancel the label you didn't use
- it will hit your "tracking uploaded on time and validated" performance but that really won't matter at all.
- the transaction will be unprotected for INR claims, but you said it's a repeat buyer so I expect you're not concerned with that?

I am not too concern about the repeat buyer except they did not communicate or leave Feedback for their prior purchase. I will cancel the unused label, the one I paid today and wait on the APV charge to re-bill me.
Since the Tracking Number has already been used do you think the package will be Trackable once the APV catches the error?

You should see full tracking on the USPS website.

I agree with @wastingtime101 but would give the buyer a heads up that it might come postage due and that you'll reimburse him if it happens. (You don't want him to refuse it, which he'd be allowed to do per ebay policy.)

Tracking is still showing for the original sale.

I don't know whether it'll update or how it will update for the new purchase.
ETA: It could possibly be RTS for invalid postage, in which case you can just purchase a new label and reship.

I saw that, but it says it was delivered August 1st. I sent the buyer a message to let me know if package arrives postage due and I will reimburse them thru eBay. They never replied to anything on their first order so I will just wait it out and see what happens.

No tracking on USPS website. Is shows the first delivery of August 1st.
However my local USPS was able to give me a print out showing it was delivered yesterday. Do you think I should ask eBay to update their records?

No. eBay can't manually update delivery status.
If USPS is not pushing out the updates through their system there is nothing you can do about the delivery status.
You said it's a repeat buyer, so as long as they don't file a claim you'll be fine.
