eBay automated dispute handling is stuck

I can't get eBay to respond outside their automated pages, so I'm posting it here:

On july 8 I opened a request on "didn't receive the item". I send a message to the seller. eBay said if seller doesn't respond by July 14, they will step in. The seller didn't respond and I told eBay about it. A day later (and up to now), it appears in the case page that we are still waiting to the seller response! And there is no more option for me (on the form) to tell them again that the seller didn't reply. I emailed them to "eBay@eBay.com", but they didn't respond. Here are the details:

CAN ANYBODY TELL ME WHAT TO DO? HOW I RELAY THIS INFO TO A HUMAN BEING?

Your in Israel and I could not find the item, but I did find a lot of the welders with that title. Those were scam sellers. Did you "Ask eBay to Step in"? They don't do it automatically. What does the case say?

The request is open with eBay. As I've said, I've already told them that the seller didn't respond, but they didn't indicate they are going to step in. The problem, as I already stated is that I don't see any "button" to do that, and I didn't find any way to contact some live person on eBay. What else can be done?

eBay allows several days for the seller to respond.  When that time has passed, the button will appear to contact eBay.  Just be a bit more patient.

It's not a matter of waiting few more days.. I filed the original request on July 8, and eBay told me to wait till for seller's reply till the 14th, and if he doesn't reply till then they step in. He didn't reply till now (21st). Just to show this behavior is somehow broken, I opened another request for another item, on the same July 8. Seller didn't respond by the 14th, and eBay refunded me on the 15th!

Now the saga continues... I got a mail from "eBay Buyer Protection" (from an un-replyable email address), in which they say they've noticed the seller did not respond, and that I can escalate the case to eBay Customer Support. They instruct me to follow a link in which there will be "Respond To Case" button. I entered the link but there was no such button, and the only options were either "send a message to the seller" or "close the case" !!! NO WAY TO CONTACT  THEM OR TO ESCALATE !!!

That is correct: You will not be able to escalate this refund request.

 

It's because you started the request more than 30 days after the last estimated delivery date.

 

Everyone, other than the April sale date, the clue is that these requests automatically close in 30 calendar days -- July 8 to August 7 in this instance -- instead of the usual 30 business days.

 

@ashmueli-2012, open an item not received dispute at PayPal now, if that's how you paid.

Agree to close your eBay case and open a PayPal dispute instead.

 

After you open the dispute, don't wait for a reply from the seller, and click Escalate to PayPal immediately. Then wait 11 days for your refund.

 

Ignore any attempts by your seller to trick you into closing your case.
