I sell some items that weigh 2 oz. and fit in a small, padded envelope less than an inch thick. When I am listing the item, I allowed to choose 1st class shipping then after the sale and I go to purchase a shipping label, the only thing available is Ground advantage which is much high. It used to be that you could contact eBay directly, I haven't done that in a long time, and it doesn't seem like there is any path to do that now.

1st class USPS is mail. Letters ....
eBay will allow you to choose that BUT you need to buy that postage at the PO.
There is no tracking with 1st class mail.

They never have offered shipping labels for First Class letters, you just use stamps.
Like a few other services, the seller can offer them, you just can't buy labels for them through Ebay.

eBay only sells postage for services that include tracking. If you want to mail your item as a First Class letter or flat (AKA Large envelope), you have to go to the PO or just put stamps on it.
The maximum thickness for a First Class letter is 1/4 inch. To be mailed as a flat, a piece must be not over 3/4 inch thick, flexible, and of even thickness (which USPS defines as a variation in thickness not over 1/4 inch).
