I get this question from sellers a lot. Thought it was worth putting up a public post.
Can sellers ship using eBay Standard Envelope (ESE) for a package going to the eBay International Shipping (eIS) hub?
Answer: YES
This question was asked in Nov 2023 during the Winter Seller Check In. There was a shipping breakout session with Chad Stewart for eIS and Nate Heyward for ESE. Someone asked that question on the session and Chad/Nate chose that question to close out the session since it merged the 2 topics they were discussing.
They gave a answer of "definitively yes" - here's a video of that session, cued up to that last question:

Is this still true? It seems something changed extremely recently but I didn’t see an announcement. I was not given the option today, even though the international buyer chose standard envelope and the dimensions (7”x5”x0.25”) and value (>$20) were right, it only allowed me to pick USPS Ground or Priority. Standard envelope was grayed out and not choose-able today even though it was allowed as recently as mid last week, coincidentally even to the same country (France).

it was under 1 oz so I put it at 1 oz as I normally would, 7"x5"x0.25". It was item 23-13145-71258
