eBay Refunding Error

Are any other sellers getting an error message when you try to refund a buyer after the package has been sent back? We've called eBay customer service three times in the past week and they were clueless and absolutely dumbfounded.

Not to mention we are unable to refund through PayPal as well. We've also tried from different browsers and still gave us the same error message.

We have been having this problem for about a week.   We are able to refund through Paypal and than the eBay return closes itself out within 10 minutes or so.   I haven't called CS as I really don't have the time to explain the problem and to get no solutions from them.  They will just irritate me!
