eBay International Shipping Option Not Showing Up

I am trying to opt in to the eBay International Shipping Option but whenever I go to my Shipping Preferences on eBay there is no option anywhere to enable it. I have researched it a lot and the only thing I can find is that you must be Above Average or Top Rated Seller to opt in, which I am an Above Average Seller. If anyone knows what I can do to fix this please let me know, Thank You!

I thought sellers were auto opt-in...maybe I am wrong. Where no need to do anything.

I actually didn't opt-in...but was in and I actually opt-out of it. Just a thought.
