Good day to all. Please help me with the reopening of the dispute. Since I opened a dispute for one seller and he promised me to return the money. I waited and the dispute was closed automatically, but the money was not returned to me. How can I reopen a dispute on this seller?

You can only open one dispute on eBay per item. You should be able to open one on PayPal - don't close it if the seller asks you to. Leave it open until you receive a refund.

I write to the seller he does not answer me, but when the dispute was opened he wrote to me that he would return the refund. I did not close the dispute myself. Can I complain about PayPal? as said, go to paypal and open a case. The seller is stringing you along. With Paypal you will have to return the item on your dime to get a refund
