Good afternoon, I made an order on August 9 and it is the date that I did not receive the part and I already contacted the seller and he only gives me delays and that I wait and still nothing and finally he told me that he was sending it to me again today and still I don't want to see a way to get my money back, I opened a case and the seller asked me to close it so he could help me and nothing and now I can't communicate with an eBay representative to help me that's why I ask for support

When the seller asked you to close the case, did you close it? If you did, nobody at ebay will help you. The case is closed. Also, I think you have 30 days from the expected delivery date to file a claim. I am guessing it is too late for that too.
The only way that will get your money back is to contact the credit card company you used to pay for the purchase. Call them first. They usually issue a credit to your account immediately. They do the investigation about your claim. If they need additional information, they will contact you. For the seller to prove that you received your order, they have to provide a tracking number showing that it was delivered. I presume, no such tracking number exists.
So stop communicating with the seller and ebay, just call your credit card company. Before you call them, have the information they may need from you ready. E.g. date of purchase, the exact amount, potentially they may ask for the sender's address, an ebay order number, although I don't think that they will need all that when you call them.

You will have to file a credit card chargeback. This should normally be a last resort, at this point it is your only recourse.
In the future, if you buy an item and it does not arrive a week or so after it is supposed to arrive, just open an INR case and let eBay handle it. You don't need to get into a back and forth with a seller who is clearly not acting in good faith, it will just waste your time and cause you unnecessary frustration.
