I purchased an item from China last Nov and it has been sitting in 'customs' at my local PO since Jan 5. When I went to my PO to inquire about it and other late packages, I was rudely informed that they did not have to deal with customs packages and I might not ever get it! Packages can be denied and just thrown away! I'm sure that's what happened to the other 5 packages from overseas that are really late. Or they opened them to check what was in them, denied, and ??? - which would be a really sad scenario. Think about it. They just can't throw things in their trash or the dumpster divers or landfill looters would have a hey-day.
I know the PO has had tons of problems since the new Postmaster took over, but I was shocked by this. There were 3 workers behind the service area and I was the only customer, so its not that they were short handed.
Anyway, I just wanted to warn others about what is going on and to think twice before ordering from overseas, because you may not get your package.

Customs is located at your local PO?

Packages coming from China would have to be cleared at customs before getting into the mail stream.
I would talk to the post master at your branch or go up the line.

The new Postmaster General (I think that is one who you were referring to, not your local Postmaster) has nothing to do with what you are describing. There are no customs at US Post Offices. The customs are at the port of entries, e.g. New York, don't know where on the west coast, most likely Los Angeles etc.
What does the tracking number say? In situations like this, you need to use ebay to open an INR (Item not received) case. Now it is too late for that.

I just moved here 2 yrs ago, and this place has absolutely terrible service - compared to the great service I was used to. I've gone to the manager about other problems and it does no good.

Well that is what your ELECTED Gubmint officials are there for! All US Congresswomen have a staff member whose job is to be a liaison between the proletariat and the bourgeoisie, er, I mean between citizens and the Gubmint. You could enlist their help as Gubmint officials often 'snap to' when Congress starts sniffing around.
Of course there is always the USPS Inspector General - I have seen online methods to report 'bad behavior' of employees.
