You shouldn’t have to. Do you have it set up in site preferenc? If you do, it should apply to all of your listings.
Actually, in most cases you don’t have to use an exclusion list. If you set up your preferences to block ‘buyers with a primary shipping address in a country that I don’t ship to’ and then apply it to all listings, only people with addresses in a country that you do ship to will be able to buy from you. You’ll find that setting in site preferences - buyer requirements.
