necesito ayuda

 

realize una compra y el vendedor nunca respondio, Ebay me dijo que no podia hacer nada ya que paypal era el encargado, me comunique con pay pal y ellos confirmaron que no tenia ningun disputa con ellos, luego al informar a ebay estos no han hecho nada, ya el vendedor no esta mas en ebay ni el articulo.y no puedo hacer un reclamo ni poner el numero de articulo ya que el vendedor y articulo no existe

I am not clear as to what your question relates to as your OP and eBay and PayPal's response to you              suggests that NO Payment was made or payment did not go through.

 

Your OP suggests you used PayPal to make the payment and you MUST check your PayPal account to make sure that payment went through. If you used Credit Card then check your credit card to make sure that payment went through.

 

Check your eBay purchase history and if order was completed and payment went through then this order will be there and as you have not received your item then on this order open an Item not received case.

 

If order/ payment was more than 30 days ago and eBay does not allow you to open an item not received case then you can open item not received case with PayPal or with your credit card issuer, whichever one you had used.

If eBay told you that you can't open a claim through eBay because "PayPal is in charge," that sounds like you already opened the dispute through PayPal. Go to the PayPal resolution center. Do you see a dispute there? If you don't, then open one.
