Please be aware. I purchased an item for 64.99 . Also paid for ebay global shipping fee with Ebay services 22.50. Total 87.49. Item was held at customs in Miami, it displayed missing documentation and started to receive a secure import email asking me to pay the 22 dollars again. I contacted the seller who claimed he could not help me. I contacted ebay . The second time the agent open a request so the seller would cooperate asking for a refund. Two days later on the 2nd , the tracking displayed hold resolved, tax collected , documentation complete. I cancelled the request (my mistake). I got one more email from secure import with a final notice on the 5th. Either I paid in 24 hours or the item would go back to the sender. I had to pay. I had closed the request so I could not open another in case the item went back to seller and I would lose all the money. Besides I wanted the item. It seemed better to me to pay the 22 again than the prospect of losing 87. 49. I contacted ebay one more time but they just trusted the tracking data saying the issue was resolved on the 2nd. You may know there is no way to upload files and show an agent in the chat. I am very unhappy with ebay and the way they handled things. Even if it was the seller's wrong doing (which is unclear) , ebay should know better. How come they cannot resolve issues in a direct way when it is their shipping services we are talking about? I have been using ebay for 4 or more years. I will take a very long break. I buy both nationally and internationally. I am a very good buyer , I pay right away. But this was the last drop in the bucket.

Contact ebay and ask them to put you in touch with the Global Shipping Team. Regular CS usually has no idea how the Global Shipping Program works.
