can not escalate case to ebay

I would like to escalate this case but I can not find steps ebay describe in their instructions . When I select "see details" I get only two options: send a message to seller or close the case.

When you look at your case, you will see the date that Ebay says you can ask them to step in. You have to wait until that time to escalate, and that time will be to the second that you opened the case.

If you opened the complaint more than 30 days past the estimated delivery date, there will not be an option to escalate. Why eBay allows you to even start the process after 30 days is another question but they do.
After 60 days from the date of your payment, eBay no longer has the ability to refund you. You will need to take it up with PayPal.
