best way to handle this return?

Sold a car part, buyer shows me pictures it arrived with a tab broken off.  Buyer wanted a refund.  I said he could return it, or if he wanted to try it in his car and it still works I'd knock something off the price.  He chose to return and his last message made it sound like he would repack and pay to ship it himself.  

Nothing makes it feel like a scam, I suppose it could be (he did try to best offer about $30 less on it before meeting my minimum offer price), but these things happen and I've had pretty good luck *knock on wood* so letting him return won't kill me.  I'm still not sure how this tab could have broken, it was fairly well protected, but it's clearly snapped clean off.   Right now it's broken, but repairable, so I might be able to repair and resell the part and at least break even with it. 

Given the shipping was like $40 through eBay for priority do I want him to open a return so I can print him a label through eBay?  I know typically the return postage is discounted considerably.   If he pays over the counter he will probably want me to refund that cost and I don't know if I even can refund it what with managed payments the most I'd be able to return is his total cost in the first place.   I'm just looking to minimize my costs, right now I'm only out about $45 plus whatever the return label costs if it's billed via eBay.

Wow, nobody had an opinion on this?

I let him return through ebay and the label was under $20, about a third of the over the counter price. 

Probably getting scammed, since the buyer couldn't show me how the item got broken the way he claims.

so the buyer started to cry because a little piece broken off, wow that guy needs a life. if your gut is telling you it's a scam then be very very careful of how you act. if your gut tells you it's a normal thing than your fine. well of course he wanted a refund and because he wants to " ship and "pack" it himself yeah no. totally a scammer
