Hello, I got this message from ebay because Im in the process of trying to return a monitor because it has A stuck/dead pixel and it came with no display port which he said everything would be included and fully functional.

Call them. Most likely the seller is challenging the return/refund. Sometimes buyers (not saying you) will say something doesn't work or not as described after getting buyers' remorse and then don't want to pay return shipping. As a seller, I recently went through this- and although I am happy to refund the return, I didn't think I should pay return shipping.
But don't worry -eBay always sides with the buyer. You just need to wait a bit longer.

EBay should more often request additional documentation before arriving at a case determination.
Gives the appearance that the result of the claim process may not be predetermined.

They request it but it means nothing - 99.9% of the time they side with the buyer regardless of the situation. I just went through a return where i would be happy to refund purchase price but i didn't feel it was an INAD based on photo proof. but it seemed like as soon as the buyer escalated the case it was over - no one looked at my evidence or messages. As a small seller like myself, having to absorb a $30 return shipping fee for what is really buyers' remorse really sucks.

eBay sends the same "We have sent you an email requesting further information to allow us to investigate your claim" to both buyer and seller, @2014usmemo. But eBay only sent that email with a working reply-to email address to your seller, not to you, as it is a To-Do List for your seller to complete in 5 days.
So just wait: eBay will take it from here, and you'll either get a return label that you must mail within 240 hours, or a refund no return needed.
