I ordered an item, after changing my shipping address from Brazil to Canada. By the time I had ordered and paid for the item, the address had been changed back to Brazil, without any action by me. The seller tells me he ships to eBay Shipping Center and has no ability to affect the address they use. How do I contact them to substitute the Brazilian address for a Canadian address?

First, is the seller using the Global Shipping Program or the newer International Shipping?
On the listing itself, you will see the words
No additional import charges at delivery!
This item will be shipped through the Global Shipping Program and includes international tracking. Learn more
This indicates that the seller has chosen to use the GSP, which is a Seller Protection.
On dotCOM, if you are shopping there, you will see
International Priority Shipping to Canada via the Global Shipping Program

It does not matter which international service was used as they will not change the address. If the seller hasn't shipped it yet ask them to cancel the transaction and refund you. Then you can repurchase the item. When you put the item in your cart, go to checkout and then choose the correct address. Make sure that your default shipping address is correct on this page. https://settings3.ebay.ca/address/display?type=SHIPPING
