Would a change to Economy from First Class be considered a downgrade?

I have a buyer who purchase 2 items which listed to go FCP (for each), but obviously when they paid for 2 they were only charged the shipping for FCP x 2.

 

Together they are over 16 oz but I can't honestly see upgrading to Priority just because they bought 2.

Yes, that would be a downgrade.  However, current USPS prices for economy (e.g., Parcel Select Ground and Retail Ground) are the same as for Priority Mail so you wouldn't save any money anyway.  Just ship them as two First Class packages.

Shipping prices have gotten weird.

I ended up sending them together Priority as luckily they were only Zone 5, and it only cost me .48 more than what they paid.

You have to be careful with video games and comics because of that.  You can ship one or two for cheap but the third usually knocks it over 1lb and it starts getting expensive.
