Wont let me print shipping label.

I try to print the shipping label, but it tells me that I have to pay using my personal funds. When I try that, it tells me to update my payment settings through paypal (my account is empty). Why wont it let me pay when the funds are made available? I try to ship using a cheaper service, I select "Pay when funds are made available", and it gives me the same issue.

1.  Check your PayPal balance?  Is there sufficent $$ to cover the cost of the shipping label you are trying to buy?

2.  Do you have your PayPal account linked to your checking account?

3.  PayPal may have a temporary hold on your funds as you have less than 10 FB (8).  You need to call PayPal and request  a release of funds to purchase  the label.  Read that  mice type in the red  box adn follow  the instructions.

4.  With eBays liberal return policy it is a good idea to maintain  sufficent funds in your PayPal account to cover  future buyer returns.  eBay returns/refunds policy covers buyers for 30 day after the buyer received the item or  30 days after the  latest  estiamted delivery date if the item is lost by the shipper (USPS, etc.) & PayPal will refund up to 180 days.

5.  Basically, PayPal  controls all the financial side of a transaction - eBay is just a middle person ( used to be known as a middle man).
