If a buyer wants to choose different shipping options they can do that on the checkout page if the seller offered different options on their listing. Sellers are the ones that decide which service(s) to offer.

Hi @americanfarmboy - for future reference it really helps those of us dedicating our time if you're specific about what's going on so we don't have to spend a ton of time playing 20 questions or responding with several possible solutions to a vague problem.
You should be able to choose between USPS, UPS, FedEx or generic options like "standard shipping" without specifying a carrier.
Are you on the app or the website?
If you're on the website you may need to click the top right of the listing form to switch to the advanced/business tool.
If you're seeing something that says to choose a "policy" then you were opted in to biz policies. You can either work with them or opt out.
Manage and edit them (or disable them to go back to how you used to set up your listings) on this page.
If none of this answers your question you'll need to come back, provide details, and a screenshot would also help.

I'm assuming you're asking this question as a buyer since you refer to your "purchases."
Sellers choose which shipping carrier(s) they want to use to ship their items. If you find sellers who use USPS and Fedex and they don't offer UPS, find another seller with the same item and a shipping service you prefer.
Personally, as a seller, I never use UPS or Fedex and will decline buyer requests to change my shipping choice from USPS to another carrier.
The irony is that the OP offers USPS (media mail) for their own listings but doesn't want to buy from sellers who use USPS.
