Why not to use ebays Global Shipping. This is a public forum - please don't post personal information such as your name, financial information, address, email or phone number. None of the information contains any of the above banned information. It does not list my name, the sellers name, her address or mine and neither email or phone numbers. But what it does show is the tracking of a package using there service ebay's guaranteed Global Shipping service. eBay erased all of this data from my tracking section of the transaction in my ebay but they cannot delete it from the web! It proves my package is at the buyers post office in customs but ebay gave her all her money back! And what about the guarantee! up to 100 bucks! Video taped when the released the service in 2016, goggle it. Bottom line is I shipped and then they sent me warning after she filed a case I had not shipped it and erased the data from the transaction. I showed them my Master Card charge for it and it had the tracking number and the date! Here is the all of the tracking via a free tracking service that proves everything I said about shipping it. Ebay has still not restored the data to my ebay transaction. Beware of them! This is criminal what they have done. It is called Conspiracy in the law and it a very serious crime. Beware Beware Beware - if ebay will do this for a 21 dollar transaction they will do it for anything and probably have. Let us know if they screwed you over too with the Global Shipping! When someone sells something and makes promises and then when the rubber meets the road, they bail and destroy all the documents, that is called fraud! Were is my money eBay!

I personally don't ship internationally because I don't want the "hassle" to learn or should I say invest time to make sure my items are compliant, etc. and therefore not familiar with GSP either. I have seen sellers that love the program and some complaints such as yours. I had some time to kill today so I reviewed the policy via the link you provided on your OP. Yes, you are correct in that the program highlights major seller protections as its selling points but am wondering if you read the entire contents of the policy line by line. I did and the 10-minute suggested read of the entire policy actually was closer to at least half an hour + to read AND comprehend.
Sure, those great seller protections are there in big bright bold type! but as Ebay outlines any reasons for you wouldn't have protections from things beyond their control to last and not least for basically any reason they choose not to offer seller protections in smaller and smaller print.
I'm betting that the reason this transaction ended badly for you IS somewhere in that rather lengthy, detailed policy (based on my comprehension of the policy, but ONLY my opinion) and would encourage you and anyone else to read and comprehend the entire policy before relying on the highlights alone. Like you said it was a $20 sale but maybe it won't be something more costly in the future. Good luck!

If you uploaded the tracking in the order details before your handling time ended showing that you shipped on time, and that tracking showed delivered to the GSP shipping center and you uploaded the tracking in the case and then called eBay before a bot closed the case and said to eBay please close the case in my favor I am pretty sure they would have done that. You have to follow those steps exactly.
If tracking wasn't uploaded showing you shipped on time or you didn't re-enter the tracking in the case you can lose. You can lose if a bot automatically closes a case.

The Global Shipping Program and the service you used, eBay International Standard Shipping, are quite different when it comes to seller responsibility for undelivered items. If you had used the Global Shipping Program instead of International Standard Shipping, Pitney Bowes would have taken over responsibility for the item's safe delivery after the item had reached the forwarding centre in Kentucky and you wouldn't have been responsibility for a refund for an undelivered item after that.
Only thing is, I don't know if the Global Shipping Program serves Vietnam.

I forgot to tell you that the Global Sipping Program is being phased out and eBay International Shipping is taking its place. Sounds like a great idea.

Thanks, yeah international shipping ends today. The tracking was uploaded when I bought the shipping label on ebay and all of it was erased by someone at ebay who else would of done it. Ebay customer service told me to load the number again and I did and it shows nothing but that I bought the label. The company above proves all the dates. After she filed the case I uploaded the screenshot and included she had not paid the customs. Next phone call I asked for supervisor and told her check the master card charge that day for the label and she was still not helping until I threatened to do a chargeback on my MC and then they refunded the 13 dollars for the shipping I paid for but nothing for the item and then they found in her favor and gave all her money back in Vietnam! NEVER NEVER USE EBAY INTERNATIONAL GLOBAL SHIPPING!

on a side note; folks who countries I block still bid and use American drop shippers in Oregon who never answer their emails and their voicemail is full. Spoke to one Chinese buyer who takes it personally when he goes to bid and is blocked. So even if you protect oneself and ban International sales, they have ways around it. Since America let the Universal Postal Union drastically increase international rates in the early 2000 teens sales overseas have almost dried up on eBay. The UPU is run by folks who have no idea what they did to cause the amount of money lost. For years one could sell a thing for a few dollars and ship overseas for less than ten dollars; now a five dollar item will cost over 15.00 dollars to mail first class. eBay's loss alone must be in the billions of dollars by now. The UPU's headquarters are located in Bern, Switzerland and they tell the world what they must charge.

What you didn't seem to learn is that you used something quite different than the Global Shipping Program or eBay International Shipping. eBay's naming system for its international services isn't very exciting or distinctive, so you have to really be aware of what service you're using. Fortunately, two of the three international services that are being offered by eBay right now are being phased out, so that should make things easier for you in the next little while.
