I'm not using Ebay's Global Shipping program because it slows down the ship time since I have to send to their center and then they send it slow to international markets, plus the over-estimated duty/tax/fees they charge buyers upfront and buyers complain.
So, I've always shipped internationally, taking care of customs forms and buy extra insurance at the US post office when an item is valued more than what ShipInsure or USPS will offer insurance on Ebay when you create a label when using ebay/paypal. I have been off of ebay for a few years as far as selling items or $500 and now see that a few things have changed. I don't see an option when listing an item to ship internationally using "Expedited Shipping" or "USPS Global Express" (may not have ever had that option), but instead they lock you into shipping the fastest using only USPS Priority Express which only allows up to $200 value or for added insurance you can select ShipInsure for up to $1000. It says you can purchase additional insurance at the post office, but that is no longer true for many countries including the EU nations (new USPS contract with EU allows up to $650 max insured and Germany $0 insured. This was an EU decision or their nations.
I would list for "Expedited Shipping" so they could select that and then I'd just go to the post office and buy Global Express, but that's not an option for international selling, but they do offer UPS, which a lot of my international clients don't like. I also can't use FedEx as an option in listing or in label making, per Ebay, because of certain countries such as shipping to France.
So, I have a recent buyer from France (totally trusted, I know who he is, but not personally) and not worried about buyer problems. I'm concerned about theft in transit and never send out expensive items without insurance. Many third party insurers, which I've used in the past for additional insurance beyond ebay options in label creation, will no longer insure items such as iPhones and other electronics. So, how do I list properly if the ship method will only be USPS Global Express? And lastly, for items you want to insure that are high value, such as an iPhone, what do you do in your listing and then in shipping so you're upfront with the buyer and yet get full insurance. I pay the insurance myself anyhow, but it looks like ebay has taken away shipping options when you list, maybe to get more to use their expensive for buyer "Global ship program". I may not sell on ebay anymore, with all the changes and lacking of things me and my buyers used in the past.

I wouldn't sell anything International anymore on eBay myself, but you're free to do as you please. If I was determined to do it, I certainly would use GSP.
